A staffing agency needs three things from an AI note-taker that an in-house team often does not: it has to work on phone screens, turn the call into a client submittal, and get notes into the agency's ATS, whether that is Bullhorn, JobAdder, Crelate, Loxo or Vincere. As of September 2026, the realistic shortlist is CoRecruit, Metaview, desktop tools built around phone screens and submittals, and general tools such as Otter or Fireflies for tight budgets.

This guide sets out what to require, compares the shortlist on published facts, works out the cost per desk, and ends with a 30-day rollout plan.

What agencies need that most note-takers were not built for

  • Phone-first screening. Many first conversations happen on a mobile or softphone, not a scheduled video call. A tool that only works when a calendar invite exists misses a large share of your screens.
  • A submittal, not a summary. The client wants three reasons, logistics and a risk, in your format. A generic meeting summary still needs rewriting. Our submittal template shows what the output should look like.
  • Notes on the right ATS record. In Bullhorn or JobAdder, a note on the wrong candidate, or as the wrong note type, is as good as no note.
  • Candidates in many states. An agency desk may speak to candidates in several states in one morning, so the consent step has to be routine, not a judgment call per call.
  • Desk economics. The cost per seat has to make sense against what one recruiter bills, and seats need to move when people join or leave.
  • Agency ownership of the data. When a recruiter leaves, their candidate conversations should stay with the agency.

A requirements checklist you can copy

Score each tool from 0 (does not do it) to 3 (does it well, seen in a live test). Multiply by the weight. Adjust weights to your desk: a contract IT desk and an executive search desk will not weight these the same way.

Who each tool suits

CoRecruit: the most complete agency platform

CoRecruit is built for the third-party model and says so. It combines calling, capture without a visible bot, AI submittals and ATS updates in one product, with a 7-day free trial. Choose it if you want the ATS updated automatically and would like calling built in. Look elsewhere if the lowest seat price matters most, or you want transcripts kept off a vendor's cloud.

Metaview: broad ATS coverage and a free tier

Metaview's integration list is the longest here and includes most agency systems. Its Bullhorn guide describes one-click posting of notes to Bullhorn and capturing interviews scheduled there; setup needs a Bullhorn admin and an API account requested from Bullhorn, and can take up to 48 hours. Choose it if you schedule video interviews through your ATS and want a free tier to start. Look elsewhere if most screens are unscheduled phone calls, or a bot in client-hosted calls is a problem.

BrightHire: for agencies that run like an in-house team

BrightHire lists Bullhorn among its integrations and works inside Zoom without a bot. Its plans are described for recruiting teams, hiring teams and enterprises rather than agency desks, and prices are not published. Choose it if you are a large, Zoom-based firm with structured interview loops. Look elsewhere for a small desk.

Otter and Fireflies: the budget option

Both are inexpensive and capture calls without a bot through their desktop apps. Neither lists an agency ATS or a submittal feature, so plan on copying notes into Bullhorn or JobAdder and writing the submittal yourself. Note that Otter's free plan caps each conversation at 30 minutes. Choose one if you are a solo recruiter who mainly wants a searchable transcript.

Interview Signal: phone screens, submittals and local storage

A desktop app that captures the call on your computer, so video and phone screens work the same way and nothing joins. It builds a question guide from the job description, writes the submittal in your template, and keeps transcripts and notes on the recruiter's computer. It includes a consent line and notice text by jurisdiction. Look elsewhere if you need notes written into your ATS automatically or a built-in dialer.

Cost per desk, worked out

Annual cost at published prices as of September 2026, using the yearly rate where one is published. This is arithmetic, not a quote: minimum seats, tiers and discounts change the real number.

Put that next to your own numbers. As an invented example, if an average placement fee on your desk is $20,000, the gap between the cheapest and most expensive option for five recruiters is less than one-sixth of a placement a year. The better question is how many minutes each tool saves per submittal, and whether notes actually reach the ATS without someone retyping them.

How to test the ATS integration properly

"Integrates with Bullhorn" covers everything from a full structured note to a link in a text field. Run this with a test candidate before you sign:

  1. Create a test candidate and a test job in your ATS, the way your recruiters normally would.
  2. Run a real ten-minute screen with a colleague playing the candidate, on the phone setup your desk uses.
  3. Check which record the note lands on. Is it the candidate, the job, the submission, or a new duplicate?
  4. Check the note type or action, and whether it triggers the workflow your managers report on.
  5. Check formatting: headings, line breaks and quotes should survive.
  6. Check the author: the note should show the recruiter, not a generic integration user, if your reporting depends on it.
  7. Edit the note in the tool after posting and see whether the ATS copy updates or duplicates.

A 30-day rollout checklist

  • Week 1: pick two recruiters with different desks (for example, one contract and one permanent). Set up agency-owned accounts, the consent line, and the submittal template.
  • Week 1: agree the consent routine. Candidates are spread across states, so use the stricter rule on every call; see recording calls across state lines.
  • Week 2: both recruiters use the tool on every screen. Track minutes from end of call to submittal sent, before and after.
  • Week 2: review five submittals with a manager for accuracy, especially compensation and notice period.
  • Week 3: run the ATS test above with your admin and fix note types and fields.
  • Week 3: write a one-page desk guide: when to start capture, how to pause, where notes go, what to check before sending.
  • Week 4: roll out to the rest of the desk, with the two pilot recruiters as the first point of contact.
  • Week 4: set the leaver process: who exports or reassigns a departing recruiter's notes, and who deletes candidate data on request.

Questions people ask

Which AI note-takers integrate with Bullhorn?

As of September 2026, CoRecruit, Metaview and BrightHire all name Bullhorn on their own sites. Otter and Fireflies do not list it among their native integrations. Always ask to see a real note land on a Bullhorn candidate record before you buy.

Do AI note-takers work on phone screens?

Some do. CoRecruit includes built-in VoIP and cell phone capture, Metaview asks you to call its switchboard, and desktop apps such as Interview Signal capture phone calls that run through your computer. Test your actual phone setup during the trial.

How much should an agency expect to pay per recruiter?

Published prices as of September 2026 run from under $10 per user per month for a general note-taker's entry plan billed yearly to $85 for an agency platform billed monthly. Tools with submittals and ATS updates sit at the higher end.

Who owns the notes if a recruiter leaves the agency?

Check the contract and the admin controls. Notes written into your ATS stay with the agency; notes that only live in a recruiter's personal account may not. Make agency-owned accounts and an export process a condition of rollout.
